As far as I know, it certainly is if it falls foul of the Pyramid and - Selling Act (hope I got the name right). Whether or not something qualifies for "pyramid or - selling" does not depend on what you label the activity. Rather, it depends on the direction where the bonuses, commissions, benefits, etc. are going. There is even a case reported in the Singapore Law Reports (I forget which year, but I think it was in 1994 - 5) which dealt extensively with the interpretation of this Act.
